This license is called an ODLS (On Demand Labour Supply) which requires 100% UAE National ownership and bank guarantees of AED 1 million in UAE and AED 100 million in Saudi Arabia.

Given the strict legal and financial requirements of on boarding employees, many companies in the UAE and GCC today elect to have outsourced staff up to several thousand employees.
